NATIONAL RANKING GAME

 

 

TERMS OF COMPETITION

 

 

1. GENERAL


a. The National Ranking Games (NRG) for 2022 are organized for SGA National, Development, and Junior Squad members and selected players. It is a counting event for the SGA NRG Order of Merit and the R&A World Amateur Golf Ranking. It shall be played according to the Rules of Golf as approved by the R & R&A Rules Ltd and the Local Rules approved by the Organising Committee. This tournament will be played in conjunction with HSBC Youth Golf Challenge Series (1st Leg).

 

 


2. ELIGIBILITY

 

a. The  National Ranking Game 2022 is open to SGA National, Development, and Junior Squad members and players approved by the SGA Training and Development Sub-Committee.
b. Non-SGA squad members may also register. Their entries will be subject to review by the SGA Training & Development committee.
c. Applicants must also have a Handicap Index of < 3.0. For boys and girls between the ages of 12 and 17 years old, they may have a Handicap Index of < 8.0 and < 12.0, respectively based on the month before the tournament. The Handicap Index scoring records must not have any penalty scores.
d. The SGA Training and Development Sub-Committee reserves the right to accept and finalize the number of participants to play in the NRG.

 

3. FORMAT


a. The NRG shall be played over three rounds of 18 holes each and based on stroke play. Men will use blue tees, while ladies will use red tees.
b. The player with the lowest gross aggregate for the three rounds will be the winner. All ties will be decided by the countback system stated in Paragraph 9.


4. ENTRY FEE


a. The entry fee is S$80.00 for Singapore citizens and Singapore Permanent residents and S$120.00 for foreigners. Participants of the host club (Locals or Foreigners) will only be charged 50% of the registration fees. All fees are inclusive of GST and must be submitted/settled at the time of entry.
b. Participants who are NOT UNDER the SGA Squad may settle their payment via PayNow using the SGA UEN no. S61SS0189L, only when they get promoted to the confirmed roster.
c. There will be no refund of entry fees after the closing date.
d. Entries must be submitted through the official online entry form from SGA’s website.
e. Participants are advised to check the SGA website for confirmation of entries received.
f. Only entries with payment instructions will be processed.


5. REGISTRATION & CLOSING DATE


a. All eligible players must either register their intent to play or their inability to play with SGA before the closing date (Tuesday, October 04, 2022 at 06:00 PM) of the NRG, failing which they may not be eligible to participate. They should register through the SGA website.
b. Registration will close one month after it opened.


6. DRAW

 

a. The draw for the rounds will be determined by the Organising Committee.
b. No further request shall be entertained after the draw list has been released.


7. STARTING TIMES


a. Players should report to the starter at least 10 minutes before their starting times.
 


8. SUBMISSION OF SCORECARD

 

a. Players should check their scorecards and ensure that they are correct and signed. A player is considered to have returned his scorecard when he has handed it to the SGA Official, and no further amendments may be made.


9. DECISION OF TIES

 

a. All ties will be decided on the lowest score for the last 18 holes (or the last 9 or 6 or 3 or 18th hole). If a tie still arises, the scores for the 2nd round and, if necessary, the 1st round will be treated in the same way until a decision is reached.


10. SUSPENSION OF PLAY FOR DANGEROUS SITUATION (Note to Rule 5.7b)

 

a. When play is suspended for a dangerous situation, players must discontinue play immediately and not resume play until an order to resume play is given. If a player fails to discontinue play immediately, he is disqualified unless circumstances warrant waiving the penalty as provided in Rule 5.7b.


11. INCLEMENT WEATHER


a. In the event of inclement weather, the Organising Committee reserves the right to cancel any round(s).

 

12. CADDIES / BUGGIES / MOTORISED TROLLEYS


a) The use of caddies/buggies / motorized trolleys in this Championship is prohibited.
b) All players are to carry their bags or use their hand-drawn trolleys.



13. DISTANCE MEASURING DEVICE


a. A player may obtain distance information by use of a distance-measuring device. If, during a stipulated round, a player uses a distance-measuring device to gauge or measure other conditions that might affect his play (e.g., elevation changes, wind speed, etc.), the player is in breach of Rule 4-3.


14. PACE OF PLAY


a. All flights are expected and MUST crossover before 11:45 AM (TBC).
b. Rule 5.6b (Prompt Pace of Play) will be strictly enforced using the ‘SGA Individual Pace of Play policy. See separate memorandum to players for the Pace of Play guidelines.


15. DISPUTE OR DOUBTS AS TO CORRECT PROCEDURE


a. If there is a doubt as to the correct procedures, players are to refer to the appointed SGA Referee. If the SGA Referee is not immediately available, a player (having notified his marker) may elect to play two balls and obtain a ruling at the conclusion of the round prior to signing and the return of the scorecard.
b. No spectators (parents or otherwise) are to enter into any discussion on a matter under dispute.


16. SGA REFEREES

 

a. The SGA Referee’s decision on all matters pertaining to the Rules of Golf is final.


17. LIST OF CONFORMING GOLF BALLS


a. The specimen Condition in the Rules of Golf is in effect – see Appendix I pages 155 to 156.


18. LIST OF CONFORMING DRIVER HEADS


a. The specimen Condition in the Rules of Golf is in effect. Please see Appendix I, pages 154 – 155, and visit the R&A website at www.randa.org for a list of conforming driver heads.


19. GROOVE & PUNCH MARK SPECIFICATIONS


a. The player’s clubs must conform to the groove and punch mark specifications in the Rules of Golf that are effective from 1 January 2010.
b. Decision 4-1/1 in the “Decisions on the Rules of Golf” is in effect – see page 70.


20. CONDUCT OF PLAYERS

 

a. All SGA Squad members are subject to the SGA Code of Conduct.
b. All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.
c. Any action contrary to the spirit of the game, such as abusive language, throwing of clubs, or other disruptive behavior, will not be tolerated and may result in a player not being able to continue in this competition.
d. The use of mobile phones (except in an emergency) and smoking are not allowed on the course.
f. All players are prohibited from using Sentosa's practice facilities after their rounds.
g. Failure to comply with the above will result in disqualification under the penalty for breach of Rule 1.2b.


21. INSURANCE


a. All players are required to have appropriate golfing insurance.


22. POINTS


a. Points will be allocated according to the R & A World Amateur Golf Ranking (WAGR) System and SGA Order of Merit.


23. AMENDMENTS TO CONDITIONS
