It is the responsibility of each competitor to ensure that he/she has read and complied with the
Terms of Competition of this event.
The following terms of the competition, together with any additions or amendments as published by the Organising Committee at the host club, will apply to this Championship.
1. GENERAL
a) The Singapore Junior Golf Championship 2024 (SJGC) will be played at the Keppel Club from Tuesday, June 04, 2024 - Friday, June 07, 2024, in accordance with the Rules of Golf as approved by R&A Rules Limited and with the Local Rules approved by the Organising Committee (OC).
2. ELIGIBILITY
a) Entries are open to all boys and girls between the ages of 11 and 17 years old as at 1 Jan 2024 and with a valid WHS Handicap Index of 14.0 or lower for boys and 16.0 or lower for girls, as of 1 April 2024. Foreign players may use an equivalent non-WHS internationally recognized handicap.
b) All entries will be subject to the approval of the (OC) which reserves the right to accept or refuse or having accepted, subsequently reject any entry without giving a reason for its decision.
c) Handicap Index with Penalty Scores will not be accepted.
d) Entrants must conform in all respects to the Rules of Amateur Status as approved by R&A Rules Limited.
3. TOURNAMENT FORMAT OF PLAY
a) The Championship will be decided by stroke play over three rounds of 18 holes. A cut will be made after 36 holes for the top 60% of the overall boys and girls then the top 60% of the respective age groups who shall qualify for the final round.
b) The Overall Boy and Girl Champion shall be the player with the lowest gross aggregate score over the three rounds.
c) Players will also compete in the respective age groups. They are:
• Boys between 14 and 17 years of age with HI of <12.0
• Girls between 14 and 17 years of age with HI of <14.0
• Boys between 11 and 13 years of age with HI of <14.0
• Girls between 11 and 13 years of age with HI of <16.0
d). An International Team Event will be held in conjunction with the Championship. It shall be played over the three rounds of the Championship.
There will be 2 divisions for the Team Event namely the Boys Team and Girls Team Divisions.
(i) Each team comprising of 2 players of the same gender groups.
(ii) Each country may have a maximum of 2 teams per division.
(iii) Registration for the Team event is $30.00 nett/team. The Team registration must be done before the first round commences.
e). Team members who do not make the cut will be allowed to play in the final round for the International Team Event.
f). The Winning Team shall be the team with the lowest combined gross scores after three rounds.
g). In the event of insufficient entries, the Team Event will be cancelled.
4. SIZE OF FIELD
a) The field will be limited to a maximum of 96 participants. Entries will be accepted from applicants with the lowest handicaps within each division.
b) The OC reserves the right to refuse any entry without assigning any reason for such refusal. The decisions of the OC as to the acceptance or refusal of any entry shall be final.
5. ENTRY
a) The entry fee is S$280 for Singapore Citizens and Singapore Permanent Residents and S$360 for Foreigners (both prices are inclusive of GST & practice round game). Members of the host club (Locals or Foreigners) will only be charged 50% of the registration fees. All fees must be submitted/settled by credit/debit card.
6. PAYMENT
a) Participants who are NOT IN any of the SGA Squad may make their payment via debit/credit card. The amount will be charged to the cards only when the player gets promoted to the confirmed roster.
b) Entry Fees are waived for all those who are in the SGA Squad.
c) Entries must be submitted through the official online entry form from SGA’s website.
d) Participants are advised to check the SGA website for confirmation of participation.
e) Only entries with payment instructions will be processed.
f) The OC reserves the right to limit, accept, or reject entries.
7. WITHDRAWAL POLICY
a) There is no penalty if a player withdraws on or before Saturday, 04 May 2024. Should a player withdraw after the deadline, the entry fee will be forfeited, and should the player fail to give less than 72 hours notice before the date of the tournament, the player will be suspended from playing in the tournament the following year.
8. OPENING & CLOSING DATE
a) The online registration will open three (3) months before the tournament.
b) The closing date is on Sunday, April 21, 2024 at 11:00 PM. Late entries may be accepted at the sole discretion of the OC.
9. DRAW
a) The draw for the practice, first & second rounds will be made by the OC before the start of the championship. Drawlists shall be out at least three to five days before the event.
b) The draw for the final round will be based on the gross and cumulative scores of the preceding rounds.
c.) Boys will tee off from the blue tees while girls will tee off from the red tees.
10. PRACTICE
a) The draw for the practice round will be made by the OC before the start of the championship.
b) The course is available for players to practice on Tuesday, 4 June 2024 (morning session only).
c) No multiple ball play shall be allowed during the practice round.
d) Cut-off time for the practice round is 2:00 PM.
e) Attending the practice round is optional.
11. TIME OF STARTING
a) Players shall start at the time and in the order indicated in the draw. No substitution of players and changes of starting times shall be permitted after the draw has been made.
b) The event will be held in the morning session. All flights must crossover by 11:30 AM.
c) The OC reserves the right to fix and/or alter the starting times.
12. SUBMISSION OF SCORECARD
a) Players should check their cards in the returning area (scoring table) and ensure that they are correct and signed. Any doubtful points should be settled with the OC before returning the scorecard.
b) A player is deemed to have returned his scorecard and no further amendments may be made once he has left the returning area (scoring table) or the demarcated area where they exist.
13. DECISION OF TIES
Individual Event
a) In the event of a tie or ties for the first place, the Champion shall be decided by a hole-by-hole play-off as soon as practicable. The purpose of the play-off is to decide the Champion only. In the event of inclement weather or other reasons deemed by the Tournament Director to make a play-off impractical, the winner shall be decided by matching of scorecards of the 3rd round for the best score of the last 18 holes (1 – 18), last 9 (10 – 18), last 6 (13 – 18), last 3 (16 – 18) or the final 18th hole. If necessary, the 2nd or 1st round will be used in the same manner to break the tie.
b) Ties for all other positions will be decided by matching of scorecards of the 3rd round for the best score of the last 18 holes (1 – 18), last 9 (10 – 18), last 6 (13 – 18), last 3 (16 – 18) or the final 18th hole. If necessary, the 2nd or 1st round will be used in the same manner to break the tie.
c) International Team Event – In the event of a tie or ties for the first and any place, the tie will be decided on the second round's lowest combined team scores. If a tie still arises, the combined team scores of the 1st round will be used until a decision is reached. The Organising Committee's decision to determine the Winning Team is final.
12. SUSPENSION OF PLAY FOR DANGEROUS SITUATION (NOTE TO RULE 5.7b)
a) A suspension of play for a dangerous situation and the resumption of play shall be signalled using the host club’s warning system. The penalty for breach of Rule 5.7b is Disqualification.
b) All practice areas that are in open areas shall be closed during suspension for a dangerous situation until the OC has declared them open.
14. INCLEMENT WEATHER
a) In the event that the first round of the tournament cannot be completed, it shall be continued the next day before the commencement of the second round.
b) In the event that the second round of the tournament cannot be completed, it shall be continued the next day before the commencement of the third round.
c) If the second and/or third round cannot be completed, the rounds shall be abandoned. The result of the tournament will then be based on the completed rounds.
d) However, if the OC considers that for any reason the course is not in a playable condition or due to unforeseen circumstances that completion of the round is deemed impossible, it may order a temporary suspension of play or declare play null and void and cancel all scores for the round in question. When a round is cancelled, all penalties incurred in that round are cancelled.
e) The decision of the Tournament Committee will be final.
15. CADDIES / BUGGIES / MOTORISED TROLLEYS
a) The use of caddies/buggies / motorized trolleys in this Championship is prohibited.
b) All players are to carry their bags or use their hand-drawn trolleys.
16. PACE OF PLAY
a) Rule 5.6b (Prompt Pace of Play) will be strictly enforced using the ‘SGA Individual Pace of Play policy. See the separate memorandum to players for the Pace of Play guidelines.
b) All flights must crossover by 11:30 AM.
17. DISPUTES OR DOUBTS AS TO THE PROCEDURE
a) If there is a doubt as to the correct procedures, players are to refer to the Tournament Referee. If a Tournament Referee is not immediately available, a player (having notified his marker) may elect to play two balls in accordance with Rule 20.1c(3) and obtain a ruling after the round, before signing and the return of the scorecard.
b) No spectators (including parents or accompanying officials) are to enter any discussion on a matter under dispute.
18. SGA REFEREES
a) The SGA Referee’s decision on all matters pertaining to the Rules of Golf is final.
19. INSURANCE
a) All players are required to have appropriate golfing insurance.
20. LIST OF CONFORMING DRIVER HEADS & GOLF BALLS
a) List of Conforming Driver Heads: Model Local Rule G-1 is in effect
b) List of Conforming Golf Balls: Model Local Rule G-3 is in effect.
21. GROOVE AND PUNCH MARK SPECIFICATIONS
a) Groove and Punch Mark Specifications: Model Local Rule G-2 is in effect.
22. PRIZES
The following prizes will be awarded:
▪ Overall Boys & Girls Champion, 1st Runner-Up & 2nd Runner-Up;
▪ Best Local Boy Performer
▪ Best Local Girl Performer
▪ Age Group – Best Gross Winner, 1st Runner-Up, 2nd Runner-Up
▪ Age Group – Daily Best Gross`
▪ Top 3 Team Winners per Division
Note: The Overall Champions (Boy & Girl) and Overall Runners-Up (Boys & Girls) are not eligible to win the Age Group Best Gross Winner and Runners-Up.
24. PRIZE PRESENTATION CUM LUNCHEON
a) All participants are invited to the lunch cum Prize Presentation on 07 June 2024 after the completion of the competition.
25. DRESS CODE
a) Players must be properly attired on the golf course. Blue jeans, designer jeans, round-neck T-shirts, and tank tops are prohibited. Golf shirts must be worn, and shorts must be no shorter than mid-thigh (no jean shorts).
b) This dress code will be used in conjunction with any additional dress code restrictions of the host club A player violating this dress code will not be permitted to start the tournament. A violation of this dress code by a player during the stipulated round must be rectified without undue delay or the player will not be allowed to continue playing.
c) Soft spiked shoes are compulsory.
27. CONDUCT OF PLAYERS
a) All players should conduct themselves in a disciplined manner, demonstrating courtesy and sportsmanship at all times, irrespective of how competitive they may be.
b) Any action contrary to the spirit of the game such as abusive language, throwing of clubs, or other disruptive behaviour, will not be tolerated and may result in a player not being able to continue in this competition.
c) The use of mobile phones (except in an emergency) and smoking are not allowed on the course.
28. ACCOMPANYING OFFICIALS
a) Only Team Managers are allowed to go inside the course using a buggy.
b) Team Managers must remain on the cart paths, and stay off the greens, and out of the bunkers at all times.
c) Team Managers must collect their passes/wristbands at the registration counter. And passes/wristbands are required to be worn at all times when on the golf course.
d) Team Managers should maintain a reasonable distance from the players to avoid the appearance that they are imparting advice or assisting the player in any way. They may approach a player for a moment to exchange clothing, food, or beverages, but should not have prolonged contact.
e) Team Managers are expected to abide by the club's rules and regulations including but not limited to dress code, conduct, etc. Team managers assume all risks and full responsibility for being on the golf course, including for any personal injury incurred on the golf course.
f) Those found violating these policies may be asked to leave the clubhouse/course.
29. AMENDMENTS TO CONDITIONS
a) The OC reserves the right to amend these championship conditions.
